Transforming a Funding Crisis into a Growth Opportunity: Demonstrating Collective Impact

ABSTRACT SUMMARY |
Over a two-year period Cincinnati stakeholders grew the number of Cincinnati Public Schools with SBHCs from 10 to 21, added a comprehensive vision center, and two dental centers using the Community Learning Center model. Presenters will share lessons learned, including the critical role of the resource coordinator, the value of community support, the impact of stakeholder involvement in planning, models for sustainability based on utilization and billing, and evaluation measures.

ABSTRACT DESCRIPTION |
City Council elimination of two thirds of Cincinnati City funding for school nurses from the City’s Budget in 2011 created a funding crisis. Cincinnati’s community response included emergency funding, development of a new staffing model, and a plan to provide sustainable school health services by adding at least 10 additional SBHCs (school- based health centers). Over a two-year period stakeholders, including Interact for Health, Growing Well, Cincinnati Health Department, local hospital systems, district cross boundary leadership team and Cincinnati Public Schools, grew the number of schools with SBHCs from 10 to 21, added a comprehensive vision center, and two dental centers using the Community Learning Center model.
Presenters will discuss the Community Learning Center role in community engagement for development and long term success of new SBHCs, the community collaborative process for new site selection, the expansion of local funding support for implementation of new sites, the development of sustainability models based on provider type, and the value of school district support. The discussion will include tools and data sources used in school selection, measurement of school community support, as well as collaborative development of financial and provider models. The presenters will demonstrate the success of a vision and a business case to attract public, private, corporate and federal funds to build the infrastructure to provide services and generate data. Finally, the presenters will discuss process and outcome measures used to articulate the collective impact of this transformational project.
