Measuring Success: Identifying Evaluation Designs to Assess School-based Health Center Impact
ABSTRACT SUMMARY
The purpose of the workshop is to analyze designs used in previous evaluation research to identify the strengths and weaknesses of each design, define the types of research questions best suited to each design, and determine what designs might be applied to participants’ own evaluation questions. Additionally, we will discuss how collaborations outside the school-based health centers (SBHC) can yield richer, more complex data that can be used to better understand the short and long term outcomes associated with school-based health care.
ABSTRACT DESCRIPTION
Numerous designs exist for evaluating the impact of school-based health centers (SBHC) on child, youth, and family health and educational outcomes. Given recent advances in analytical tools and availability of data as well as continuing requirements from funders for evidence of impact, it is useful to revisit methodological approaches available for SBHC evaluation. The purpose of the workshop is to (1) describe designs used in previous evaluation research, (2) discuss strengths and limitations of each design, (3) define the types of research designs best suited to specific research questions, and (4) identify personal research/evaluation questions. We will draw from the published peer-reviewed literature and proposed new approaches to identify case-studies to use as templates for future evaluations. These case studies will highlight design issues, sample selection, measurement challenges, and analytical needs. We will focus on a range of outcomes including mental health, reproductive health, immunizations, and primary-care access. Participants will also be asked to identify evaluation questions they have; we will brainstorm designs that they might use to answer their unique questions. Workshop leaders will also speak to new, innovative, and large scale evaluations that can be accomplished through collaboration across school districts, health and educational organizations, and states. We will discuss ways in which one can collaborate with outside agencies (e.g. Department of Ed, other school districts).
