Demonstrating the Monetary Value of School Health Services for Advocacy Efforts and Engaging HMOs

ABSTRACT SUMMARY |
Through efforts of a health economist, a cost savings template has been developed to assess the monetary value of school health services. This assessment along with other tools that include an advocacy white paper, power point presentation, and business plan has been used for advocacy efforts for additional funding and with engagement of HMOs. The health economist and HMO consultant will demonstrate how this toolkit is used.

ABSTRACT DESCRIPTION |
The Dr. John T. Macdonald Foundation School Health Initiative of the University of Miami Miller School of Medicine has enhanced its health care coordination model through advocacy efforts utilizing tools made possible through grant funding (CVS New Directions for School Based Health Centers and the CMS Health Care Innovation Award), the School Health Initiative has engaged the efforts of a health economist and an HMO consultant to develop a toolkit for usage with advocacy efforts. Successful advocacy efforts thus far include acquisition of additional funding and contracting with HMOs. The toolkit includes a cost savings template, a power point presentation, program brochure, website content, business plan, school health advocacy white paper, and summary of key events with application of the patient centered medical home designation. This session places emphasis on the cost savings template developed by the program’s health economist. This template has been used for reporting outcomes to CMS and has been piloted by other school based health centers. With the cost savings template, estimated cost savings measures may be generated for vaccine administration, mental health, telehealth, oral health, STDs, and more. A demonstration will provide information on how the cost savings template is utilized, its derivation, and usage as a tool for advocacy efforts – especially those spearheaded by the program’s HMO consultant when engaging Medicaid HMOs. Utilization of the cost savings template along with other contents of the toolbox has facilitated partnering with HMOs and piloting alternative payment methods. The program has lowered cost through prevention, delivered more appropriate care and increased access to care, services, and benefits. These significant advances will enable the School Health Initiative to achieve the patient centered medical home designation. The School Health Initiative utilizes a multidisciplinary team approach consisting of physicians, nurses, social workers, dentists, psychiatrists, and community health workers to meet the health care needs of children and adolescents within the school setting making it a viable point of entry to services for healthcare, education, public health and home services for better coordination of care. By determining the monetary value of school health services, sustainable models of school health become possible
