SBHCs and Hospital Community Benefit

ABSTRACT SUMMARY

With increasing regulations from the IRS for non-profit institutions, it is critical that every opportunity to demonstrate a financial return on investment is fully accounted and meets the requirements of the Community Health Needs Assessments. SBHCs play a significant role in demonstrating a hospital or health system’s community benefit contributions. This workshop will describe how SBHC can quantify and describe the financial benefit a non-profit institution gains from supporting an SBHC in its community.

ABSTRACT DESCRIPTION

Over the past five years, non-profit institutions, such as hospitals and health systems, have been under significant scrutiny by the Internal Revenue Service (IRS) to quantify the institution’s contribution, or community benefit, in order to maintain it’s non-profit status. In years past, institutions were including bad debt in its calculations and justification for non-profit status, which carries with it significant financial benefits such as exemptions from sales and property taxes. This scrutiny now requires a non-profit institution to conduct a community needs assessment every three years and to base all its reported community benefits on the identified needs of their community. No longer are institutions able to include bad or uncollected debt in its calculations. School-based health centers can play a significant role in contributing to the institution’s community benefit reporting and enable the institution to reach its required threshold.
